Last week, the Department of Education announced that postsecondary institutions would be eligible for additional funding under Section 18004(a)(3) of the CARES Act if they previously received less than $500,000 in relief funding. The new funding is intended to help those institutions reach the $500,000 threshold. ACTE anticipates many area CTE centers and some smaller community colleges might be eligible. You can find a table of each eligible institution and its Section 18004(a)(3) allocation here.
While unlike some previous funding where at least half of allocations needed to be spent on grants for students, these funds are more flexible. However, Secretary Betsy DeVos did still urge institutions to use some of the funding for that purpose. Other uses of these funds may be to “defray institutional expenses... includ[ing] lost revenue, reimbursement for expenses already incurred, technology costs associated with the transition to distance education, faculty and staff training, and payroll.”
To be eligible for these funds, institutions must complete the Recipient’s Funding Certification and Agreement for Funds form for Section 18004(a)(3) institutions and submit it via grants.gov. Certification and agreement forms must be submitted on or before August 1, 2020.
