Earlier this week, ACTE, in partnership with the National Skills Coalition (NSC) and National Association of State Directors of CTE Consortium (NASDCTEc) released a new fact sheet on alignment between CTE and the new Workforce Innovation and Opportunity Act.
The enactment of WIOA, which goes into effect on July 1, 2015, provides new opportunities for the workforce system and CTE to work together. Whether a state creates a “Combined Plan” that includes WIOA and the State Plan for Perkins, or a state writes a “Unified Plan,” states and local areas should consider how these programs can best work together to prepare individuals for careers that meet employer skill needs. This paper outlines some key areas where alignment can occur, including through:
- Planning
- Labor market information
- Career pathways
- Integrated education and training
- Employer engagement
- Work-based learning
- Performance measures and shared data
