Recently, the Administration released the final Information Collection Request (ICR) for State Unified or Combined Plans as required under the Workforce Innovation and Opportunity Act (WIOA). The ICR describes all of the elements that states must include in a Unified Plan, which comprises only the core WIOA programs, as well as the additional elements for a Combined Plan that includes at least one other workforce training or education program, such as Perkins. The U.S. Department of Education notes that states choosing to include Perkins in a WIOA Combined Plan, must still meet the Perkins-specific requirements as outlined in the department’s current Perkins plan guidance. The WIOA state plan submission deadline is April 1, 2016 (extended from March 3).
